Harvest Time ~ EGVM/ LBAM Quarantine Compliance ~ August 2011
The information below is intended to highlight the key requirements of the EGVM/ LBAM quarantine regulations for the movement of winegrapes produced within a quarantine area. A complete list of requirements is found in your compliance agreement(s).
GROWER of winegrapes produced within a quarantine area:
Paperwork
- Obtain EGVM &/or LBAM Compliance Agreement.
- Ensure the hauler and winery receiving grapes has EGVM &/or LBAM Compliance Agreement by checking the links below:
- LBAM only- Federal Shield to accompany each load
Sanitation
All equipment used in maintenance/harvest of the vineyard must be free of debris prior to leaving the vineyard.
Notification
- Notify the Sonoma County Ag. Comm.’s Office 6 to 8 weeks before harvest to ship to a county out of the LBAM &/or EGVM quarantine area(s), or to another state or country. (*When shipping out of state, all of Sonoma County is considered under LBAM quarantine.) Shipment of Wine Grapes Out of Sonoma County
- Notify receiving California county agricultural commissioners outside of EGVM quarantine area of EGVM shipments to their counties 24 hours in advance.
HAULER of winegrapes produced within a quarantine area:
Paperwork
- Obtain EGVM &/or LBAM Compliance Agreement.
- Ensure the grower and winery receiving grapes has EGVM &/or LBAM Compliance Agreement by checking the links below:
- LBAM only- grower’s Federal Shield to accompany each load
- Hauler must keep a copy of their own Compliance Agreement(s) and exhibit(s) in their truck, including their own Federal Shield.
Tarping Loads
EGVM
Shipments of grapes do not need to be tarped unless they are from a vineyard within 500 meters of EGVM Finds After August 6, 2010 which was NOT treated for the first and second generation of EGVM in the current year.
If shipping untarped the following protocols must be followed:
- hand harvested grapes may be filled to no less than 4 inches below the rim of the container, or
- mechanically harvested grapes may be filled to no less than 12 inches below the rim of the container
LBAM
Tarping is not required unless the load is from a vineyard with an LBAM find.
Sanitation
Exterior of all vehicles, conveyances and equipment (bins, barrels, machinery, gondolas, etc.) must be free of debris prior to leaving vineyard and winery
WINERY receiving winegrapes produced within a quarantine area:
Paperwork
- Obtain EGVM &/or LBAM Compliance Agreement.
- Ensure grower producing the grapes and the hauler has EGVM &/or LBAM Compliance Agreement by checking the links below:
- LBAM only- Federal Shield to accompany each load
Notification
EGVM:
LBAM: None required
Operational Procedures
Crush grapes from a quarantine area as soon as possible after arrival and before those from outside of the quarantine. Safeguard untarped loads that will not be processed within 2 hours of arrival. Wineries-Safeguarding of Loads.
Sanitation
Ensure all equipment (bins, barrels, machinery, gondolas, etc.) used for the transport of bulk grapes is thoroughly cleaned of all host material and debris upon arrival and prior to leaving the receiving premise.
Green Waste
- All unfermented green waste generated from quarantined fruit originating outside Sonoma County shall be transported to an approved green waste receiver by an approved green waste hauler or returned to the vineyard of origin by an approved green waste hauler.
- Unfermented green waste from quarantine fruit originating inside Sonoma County, in addition to the methods described above, may be composted on site in accordance with CCR, Title 14, Div. 7, Ch. 3.1, Section 17868.3.
The movement of unfermented pomace, pressed to a minimum of 2 bars or 28psi, is unrestricted within California except to vineyards located outside of the quarantine area.
Unregulated materials
Grape must, juice and fermented pomace are exempt from EGVM regulations.
